Description	Sen. Wayne Morse (D-Ore) was the author of the legislation that led to the creation of Federal City College. This is a text of his address on the US Senate floor explaining the purpose of the legislation and the purpose of Federal City College. Sen. Morse had opposed making DCTC the nucleus of FCC, and instead proposed starting FCC as an entirely independent college.
