Title	Federal City College Presidents -- Dr. Frank Farner, First President of Federal City College
Description	The DC Board of Higher Education appointed Dr. Frank Farner as the first President of Federal City College. Dr. Farner had been recruited by Sen. Morse. Dr. Farner served from September 1968 through 1969. After leaving FCC, he went on to become Professor of Education and Associate Dean of the graduate school, of the University of Oregon. He eventually began work with the World Bank, first serving as a Principal Human Resources Economist and then serving as administrator of its Graduate Scholarship Program. Farner received his BA in government from Ponoma College and an MA in Education and PhD (education Administration) from Claremont Graduate University.
